1.            Call to Order

 

                Mayor O’Leary called the regular meeting of the City Council to order at 7:00 PM on Monday, July 14, 2026.

 

               

2.            Roll Call

 

                Present:               Mayor O’Leary

Councilmembers Tom Hendrickson, Mike Hovey, Shannon Nelson, and Claire Noble

4.            Approval of Agenda

 

Mayor O’Leary asked if there were any additions or corrections to the agenda.   Mayor O’Leary recommends adding item 9-b, discussion of Claire Noble to the Noise Oversight Committee for the airport.

               

                Moved by Mayor O’Leary to adopt the agenda, as amended, seconded by Councilmember Hovey.  Motion carried (5-0).

 

5.            Consent Agenda

 

                Moved by Councilmember Hovey to approve the consent agenda as follows, seconded by Councilmember Noble.   Motion carried (5-0).

b)      List of Bills

c)       Monthly Financial Statements

d)      Building Permit Report

e)      City Forester Report

f)        Public Safety Report

Justin Messer, City Engineer, updated the Council on the cost of snowplowing if the city changes the snow removal operations from a 2-inch snow accumulation to a 1- inch.   The contractor stated the rates would be a $10,000 to $11,000 increase.

 

Moved by Councilmember Hovey to direct the City Attorney and City Engineer to negotiate a contract amendment to the agreement for snow removal services with Executive Contractors, Inc. from a 2-inch snowfall to a 1-inch snowfall, seconded by Mayor O’Leary.  Motion caried.  (5-0).

8.            Planning Commission Items

 

a.       60th Street Minor Subdivision

 

Amelia Thibault, City Planner, presented the planning memorandum dated July 8, 2026, regarding the minor subdivision application.  The applicant is proposing to divide the existing parcel into two residential lots.  The subdivision will be accomplished through a lot split that establishes an internal property line while maintaining the overall parcel size and configuration. Planning Commission recommends approval of the minor subdivision.

 

Moved by Councilmember Hendrickson, seconded by Mayor O’Leary to adopt Resolution No. 26-6, with the following amendments:

 

·         Condition #12: Removal of this condition

·         Condition #15:  As-built surveys will be required after shared driveway construction.

 

Motion carried (5-0)

 

9.            New Business

 

a.       Discussion of Salem Church Road and Delaware

 

Justin Messner, City Engineer, discussed his memorandum dated July 14, 2026, regarding the high friction surface treatment evaluation for Salem Church Road at Delaware.  The city did receive one quote for the installation of a high friction surface treatment of $63,000.00.  As a result of this quote being extremely high, staff is not recommending the installation of HFST in 2026.

 

Mr. Messner recommends deferring the HFST installation and proceeding with the planned 2027 chip seal project utilizing an aggregate selected to maximize skid resistance and staff will continue to research options.

 

b.       Appointment to the Noise Oversight Committee

 

Moved by Mayor O’Leary to appoint Claire Noble to Airport Noise Oversight Committee, seconded by Councilmember Hendrickson.  Motion carried (5-0).

                Mayor O’Leary adjourned the meeting at 7:46 p.m.
