1. Call to Order
Acting Mayor Hovey called the meeting to order.
2. Approve Agenda
Acting Mayor Hovey asked if there were any additions or corrections to the agenda.
Moved by Councilmember Hendrickson to adopt the agenda, seconded by Councilmember Bulach. Motion carried (4-0).
3. Consent Agenda
Moved by Councilmember Nelson to approve the consent agenda as follows, seconded by Councilmember Bulach. Motion carried (4-0).

b) List of Bills
c) Monthly Financial Statements
d) Building Inspection Report
e) City Forester Report
f) Public Safety Report
g) Engineer’s Report
h) First Amendment to Agreement with City Treasurer
4. Comments from the Public
Councilmember Hendrickson thanked the Police Officers that recently handled a call at the Target store in West St. Paul and complimented Chief Sturgeon for his recent interview on Minnesota Public Radio
5. Presentation
Beth Baumann, Executive Director of NDC4 was present to go over the benefits of being a member city, the opportunities being provided as well as the current financial situation. NDC4 is requesting that all member cities approve a Memorandum of Understanding for 2027-2030 fiscal years which would reduce the franchise fees to cities to zero for the balance of the MOU (2030).
Councilmember Hendrickson moved to approve the Memorandum of Understanding with NDC4 as presented this evening which would reduce the franchise fee to the City of Sunfish Lake to zero beginning in the year 2027 through 2030, seconded by Acting Mayor Hovey. Motion carried (4-0).
