SUNFISH LAKE SPECIAL PLANNING COMMISSION
MEETING – OCTOBER 3, 2006

I.
CALL TO ORDER: Acting Chair Svendsen opened the meeting
at 6:00 p.m.
II. Planning Request: Schadegg Residence, 3 Grieve Glen Lane;
Revised Landscape Plan.
Planner Shives explained this matter was
tabled from the September 20, 2006 Planning Commission meeting to allow
the applicant to meet with the neighbors to discuss an extension of the
berm along the northern boundary of the site and to document any changes
on the revised landscape plan they had submitted for approval.
Dan Schadegg and his builder, Bob Moser, were present. Mr. Schadegg
stated it was his understanding that he was to meet with Mr. Votel and
Ms. Kootz to discuss revisions to the plan. He advised he had not made
any changes to the revised landscape plan at this time.
Commissioner Wahlstrom explained that the Commission was very clear at
the last meeting that any changes to the plan must be submitted so that
staff had a document to refer to for enforcement purposes.
Mr. Schadeggg asked if he could sketch the revisions on the plan at this
time and noted the only area that has changed is the northern boundary
of the site.
Planner Shives also recalled that the discussion at the Planning
Commission meeting specifically requested the changes on the northern
boundary be documented on the revised plan after Mr. Schadegg had met
with the neighbors; she noted that the changes would be reviewed by
Council for final approval.
Mr. Schadegg advised that additional materials were placed on the berm
in this area to make it slightly higher and extend its length and that
he had planed 21 Pine trees along the berm. He further advised that Mr.
Votel had purchase 12 additional trees and those were planted on the
extended area of the berm. He noted that Mr. Votel had emailed him that
he was agreeable with the revisions.
Acting Chair Svendsen asked if the applicant had deflected the lights
near his home.
Mr. Schadegg stated he had personally re-directed all the lights, on the
garage, walkway and a flood light on the rear portion of the home, to a
downward position.
Commissioner McCue stated that revisions
to the landscape plan should be in placed prior to the Council meeting
this evening so that the document reflects any changes prior to their
action on this matter. She pointed out that the Commission wishes to
insure that proper procedures are followed.
Mr. Schadegg stated he would sketch the berm extension and add the
additional plantings to the landscape plan for Council review.
Acting Chair Svendsen asked if there were any further comments from the
Commission or the public and there was no response. He asked if the
Planner had any additional comments.
Ms. Shives explained that if the Commission moves to approve the plan,
they should request that today’s date be placed on the revised plan for
formal reference of the final plan. She also requested that a condition
be included which states that no fence is allowed on the property unless
it is formally approved and that the standard conditions for approval of
landscaping plans be included: 1) the applicant has one year from the
date of the Certificate of Occupancy to complete the landscaping; and,
2) the applicant must provide a two-year guarantee on the plantings
installed.
Acting Chair Svendsen asked who would be responsible for enforcing the
two-year guarantee. Commissioner Wahlstrom suggested that would be the
homeowner’s responsibility.
Planner Shives pointed out that normally the grower provides a one-year
guarantee on all plantings and she agreed that the homeowner would be
responsible for replacing any plantings beyond that time period.
Acting Chair Svendsen asked if there were
any further comments and there was no response.
Commissioner Wahlstrom moved to recommend approval of the revised
landscape plan for the Schadegg residence at 3 Grieve Glen Lane, dated
October 3, 2006, subject to the three conditions as recommended by the
Planner; 1) the applicant has one year from the date of the Certificate
of Occupancy to complete the landscaping; 2) the applicant must provide
a two-year guarantee on the plantings installed; and, 3) no fence shall
be allowed on the property without submission of a formal request by the
applicant, seconded by Commissioner McCue. Motion passed 3-0.
Acting Chair Svendsen explained that the
revised plan would be submitted to Council at their meeting this evening
for formal action.
Mr. Schadegg thanked the Commission.
MISCELLANEOUS: Planner Shives advised that no applications were
received and that there would be no Planning Commission meeting in
October.
Acting Chair Svendsen stated there was no further business.
III.
ADJOURN: Acting Chair Svendsen moved to adjourn the meeting at
6:20 p.m., seconded by Commissioner Wahlstrom and carried.
